The Central Scientific and Technical Library for Construction and Architecture takes lead at providing information and library-bibliographic services for specialists, organizations and construction facilities.

Library appeared on March 30, 1930.

Library stock contains print publications on construction, architecture and related fields of knowledge, most of them are of scientific and cultural value. Monographs, periodical informational materials, production and technical literature, a specialized collection of regulatory and technical documents on design and construction are also presented.

The library stocks are of great scientific and cultural value, it contains 1 million storage units. Monographs, reference books and bibliographic publications on construction and architecture, domestic and foreign scientific literature on construction issues and related fields, periodicals, information materials from 1930 up to the present.

The CSTL S&A stocks also contain antique and rare domestic and foreign books of the 15th-20th centuries, publications of pre-revolutionary, pre-war and war years. Most particular value from the point of view of the theory and history of architecture and construction equipment development is a collection of rare stocks on architectural and construction topics, painting, sculpture and graphics.

In the spring of 1930, in USSR the program of country industrialization was approved. The successful implementation of the ambitious task required the promotion and generalization of best practices in construction.

For these purposes, the Permanent All-Union Building Exhibition was held in Moscow on July 1, 1930. At the Permanent All-Union Construction Exhibition, the library was established by Decree of the Council of Labor and Defense No. 17/470 of March 30, 1930.

To ensure high-quality propaganda and educational work of the exhibition, the Decree of the Committee of the Permanent All-Union Building Exhibition of December 17, 1932 reorganized the Library at the Central Museum of Building Art into the Central Library on Building and Construction.

On December 23, 1936, the word "industry" appeared in the name of the library. By order of the Main Directorate of the Construction Industry of the People's Commissariat of Industry, the Central Building Library at PVSV was named the Central Industrial Scientific and Technical Library (CISTL).

Pursuant to GKO Decree No. 4739 "On the Training of Technicians and Engineers for Construction" dated December 8, 1943, Order No. 782 of the USSR People's Commissariat for Construction on December 9, 1943, was renamed the Central Scientific and Technical Library on Construction of the Central Scientific and Technical Library for Construction.

In 1930, the All-Union Building Exhibition with a demonstration of the industry book collections opened on Frunze Embankment
House-Aircraft was built in 1933 and became the main pavilion of the All-Union Construction Exhibition.

In 2012, the building was included in the Russian register of cultural heritage sites. It was decided to return the house to its historical appearance. After the work is completed, the "Plane-house" can again become an exhibition pavilion.
This building silhouette, built in the style of constructivism, reminds Muscovites of an airplane with wings and a nose.

For a long time, events were held in it dedicated to construction, architecture and design.

Since the 50s of the twentieth century, administrative buildings have been located in the house-airplane.

Metal structures, wooden structures, stone structures, concrete and reinforced concrete structures - (development, calculation, design, research, etc. etc.). Building materials: steel, concrete, reinforced concrete, wood, plastics, glass, stone, composite materials. Combined structures. Buildings and structures (calculation, design, survey, dynamics, earthquake resistance).
